Abstract: Im vorliegenden Werk erhält der Leser einen detaillierten Einblick darüber, wie sich die steuerliche Belastung der Unternehmensformen mit der Wahl der jeweiligen Rechtsform verändert.Zunächst wird im Theorieteil der Wettbewerb zwischen Staaten um Humanvermögen, Real- und Finanzkapital als evolutionärer Prozess beschrieben. Bei dem hierbei verwendeten Modell des zwischenstaatlichen Wettbewerbs agieren auf der Angebotsseite Deutschland, Frankreich und Irland, die Steuer-Leistungs-Pakete konzipieren und anbieten. Im praktischen Steuerteil ermittelt die Autorin die steuerliche Belastung der einzelnen Rechtsformen – Personen-, Kapitalgesellschaften und Genossenschaften – und der dahinter stehenden Personen. Durch Steuerbelastungsrechnungen werden die Ergebnisse für jedes Land gesondert verdeutlicht. Der letzte Block des Steuerteils widmet sich den In- und Outbound-Investitionen. Hierbei werden die steuerlichen Belastungsunterschiede verschiedener Handlungsalternativen – Durchführung von Direktgeschäften, Errichtung einer Betriebstätte, Beteiligung an einer Personen- oder Kapitalgesellschaft – untersucht und anhand von Modellrechnungen illustriert.

In nano risk governance, we observe a trend toward coupling and integrating a variety of computational models into integrated risk governance tools. This article discusses the development and design of such integrated tools as 'nano risk governance imaginaries in the making.' Using an illustrative example, the SUNDS tool, we show how the tool manifests conceptual shifts from risk to innovation governance, a technocratic evidence culture based on the quantification of risks, and an envisioned application in industrial innovation management. This conceptualization runs the risk of narrowing the view of nano risks and cementing the widely lamented democratic deficit in risk governance. We therefore conclude that the development and application of integrated governance tools are highly relevant for technology assessment (TA) and TA should actively engage in their development processes.

Synthetic biology is an emerging technoscience, which, so far, lacks a broader public debate. To foster early societal dialogue, a range of public engagement events have been initiated over the past decade. This article discusses the configurations of the emerging debate on synthetic biology in the context of the EU FP7 project SYNENERGENE. Drawing on notions of frames and framing in media studies and policy analysis, we ask which distinct frames are invoked and become dominant in current discussions about synthetic biology. Our analysis indicates significant reconfigurations in the framing of synthetic biology compared with previous biotechnology debates. Frames that traditionally served to problematize biotechnology, that is, ethics, risks, and economics, become less dominant. Instead, the potential to contribute to social progress is placed in the foreground. Moreover, discussions on ethics, risks, and governance frequently occur on an abstract level, invoking generic statements that could be made for any new technology.

This paper evaluates the short-term labour market impact of the COVID-19 Containment measures in Germany. We take the closure of economic sectors such as restaurants and retail as a treatment, which enables difference-in-difference estimation. Additionally considering input-output linkages between the sectors, we find that 60 percent of the considerably increased inflows from employment into unemployment in April 2020 were due to the containment measures. In a second approach, we make use of the fact that sector closures and curfews were implemented at different times by the German state governments. In a regional regression setup based on treatment intensity, we find that the hiring margin accounted for additional 82 percent of the unemployment effect coming from the separations margin. In sum, the lockdown measures increased unemployment in the short run by 117,000 persons. ; Wir analysieren die kurzfristigen Arbeitsmarkteffekte der COVID-19 Eindämmungsmaßnahmen in Deutschland. Mittels eines Differenzen-von-Differenzen Ansatzes, der auch die Verflechtung der Branchen über eine Input-Output Systematik berücksichtigt, zeigen wir, dass 60 Prozent der zusätzlichen Zugänge in Arbeitslosigkeit aus Beschäftigung zwischen März und April 2020 durch die Eindämmungsmaßnahmen erklärt werden können. In einem weiteren Ansatz nutzen wir die zeitliche Variation in der Einführung von Branchenschließungen und Ausgangsbeschränkungen in den Bundesländern. Eine regionale Regression zeigt, dass unterlassene Einstellungen rund 82 Prozent der Wirkung vermehrter Zugänge in Arbeitslosigkeit ausmachen und dadurch die Arbeitslosigkeit zusätzlich erhöhen. Insgesamt haben die Eindämmungsmaßnahmen kurzfristig zu einer Zunahme der Arbeitslosigkeit um 117.000 Personen geführt.
